MTSPi was accepted into the STARS II Government-wide Acquisition Contract (GWAC) is a pre-competed, multiple-award, indefinite delivery, indefinite quantity (IDIQ) contract that agencies can use to buy total IT solutions.
The 8(a) STARS II GWAC (gsa.gov/stars2) is designed to promote small business utilization when purchasing information technology (IT) services or IT services-based solutions for the federal government. The 8(a) STARS II program is reserved exclusively for qualifying certified 8(a) small business concerns as the prime contractors per Federal Acquisition Regulation (FAR) 19.8.

MTSPi designed the overall architecture for a web portal implementation—from requirements definition and environmental analysis to installation and configuration of the portal. Designed to eventually accommodate more than 200 applications, the portal will serve as a central access point for the client’s applications with an underlying SOA and web services architecture. MTSPi enabled client self sufficiency by creating design and architecture reference documents, guiding the client team on configuration, installation issues, and training the client team in overall portal usage.
MTSPi handled the development of the client’s secure web hosting throughout the full life cycle of the project — from initial architecture, through design and development, and now into the maintenance phase. To guarantee the infrastructure could withstand a major disaster, MTSPi recommended replication technologies that ensured low recovery-point- and recovery-time-objectives. MTSPi implemented network management tools allowing the client to rapidly identify potential outages. The system is in full compliance with Federal Information Processing Standards (FIPS) 140-2 (levels two and three) and ensures secure VPN communications with commercial and federal organizations through a range of wide area network (WAN) technologies.
For one of the world’s largest Internet Protocol networks, MTSPi implemented Cisco’s Network Compliance Manager. MTSPi increased efficiency by discovering the entire US network and bringing all segments and devices under central management. In addition to meeting client-driven security policy requirements, TSPi also ensured compliance with various government standards. The client has seen an across-the-board reduction in costs—realizing savings in areas from software and hardware, to labor and maintenance.
To satisfy the client’s disaster recovery and business continuity needs, MTSPi analyzed the existing infrastructure, recommended a viable dual data center solution, and presented the client with detailed design documents. The deliverable included an overarching architecture, risk management evaluation, data migration strategy, and an implementation plan. In a separate project for this client, MTSPi is carrying out a strategic review of network connections across all sites within the organization.
To reduce the client’s recurring IT costs, MTSPi consolidated a large Microsoft and Solaris server farm — reducing the number of stand-alone servers by 50%. Implementing technologies such as VMware ESX and Solaris 10, MTSPi has helped the client realize cost reductions in the areas of hardware, energy consumption, and server maintenance labor.
MTSPi has developed a hybrid cloud platform, MicroCloud, for Small to Mid-sized Clinics which is hosting several Electronic Health Records and Image Management Solutions. Additionally, MTSPi implemented multiple turnkey HIPAA compliant digital imaging and patient information systems at various client sites across the country. Solution includes multi-terabyte storage with disaster recovery, content and database replication, distributed content caching, just-in-time web image viewing and collaboration, work flow systems, monitoring systems, security systems (firewalls, IDS, VPNs) and integration with other hospital information systems (HL7, DICOM).
